Title VI of the Civil Rights Act of 1964 is a federal law that states that "No person in the United States shall, on the grounds of race, color or national origin, be excluded from participation in, be denied the benefit of, or be subjected to discrimination under any program or activity receiving Federal financial assistance."
Lewis County Regional Port Authority is dedicated to promoting nondiscrimination in all of its facilities, programs and services.
It is the policy of the Lewis County Regional Port Authority (Port Authority) that no person shall be excluded from participation in, be denied the benefits of, or be subjected to discrimination in the receipt of its services on the basis of race, color, national origin, sex, age, disability/handicap, creed/religion, low income, Limited English Proficiency (LEP), or any other federally protected category as protected under Title VI of the Civil Rights Act of 1964, as amended and any other non-discrimination statutes that afford legal protection.
No person or group of persons shall be discriminated against with regard to availability or quality of the Port Authority transportation services. Nor shall the availability or quality of transportation services, security, emergency services, information or assistance, fare structures, frequency of service, and access to transportation facilities provided by or directly operated by the Port Authority, be determined based on any of the categories listed above.
The Title VI/Nondiscrimination Program is an Agency-wide commitment and all department directors and employees share the responsibility of ensuring compliance. Efforts to prevent discrimination must address each program activity and service that impacts the community, the traveling public and entities that do business with the Port Authority. Accordingly, each Department Director is responsible to plan, develop, implement and operate programs, services or activities in compliance with the Policy and the Title VI/Nondiscrimination Program. To that end, Office of Environmental and Energy Program's Environmental Justice Guide and the Public Affairs Department's Public Participation Guide and Limited English Proficiency Plan are available to provide guidance in ensuring compliance with this Policy.
Any person who believes that he or she has, individually or as a member of any specific class of persons, been subjected to discrimination on the basis of race, color, national origin, sex, age, creed/religion, disability, or other federally protected category may file a complaint with the Port Authority, as outlined in the Port Authority's Title VI Complaint Procedures, within 180 days of the date of the alleged discrimination. The Title VI Complaint Procedures are available on the Port Authority's website or by calling 573-767-5393.
This Policy will be distributed annually to all employees and posted on the Lewis County Regional Port Authority's website and bulletin boards. Upon request, this policy will be made available in a language other than English and in alternative formats. Lewis County Regional Port Authority's compliance with the nondiscrimination requirements of the Title VI program and the ADA will be monitored by Ralph Martin, Executive Director.
